CHOICES: History, Status and Recommendation for disposition and transition of Alachua County CHOICES Healthcare Program

CHOICES Healthcare Program has proven itself to be an example of a community‘s willingness to assist others in need. It follows in the traditions of community outreach to the disadvantaged, or working poor, that have been a major component of western societies since humankind organized society in the Mesopotamian Valley.  Since its establishment CHOICES has faced many of the same frustrations and problems that The Hillsborough County, Florida, Maine‘s Dirigo healthcare program, Tennessee‘s TennCare and Massachusetts‘s Universal Healthcare Coverage Program have faced.   This Policy Paper, the product of The Institute in Gainesville, Florida, examines the history of healthcare reform and its impact on traditional interpretations of charity, social responsibility and personal responsibility.
