: Practical Alternatives for Meaningful Healthcare Reform:  Using the tax code combined with reasonable Medicaid and Medicare Reform to control Costs and Expand Coverage and Access

Introduction: The issue of the uninsured and underinsured in America has been debated since the early 1900s. Between 1946 and 1952 the AMA, ACS and BCBS increased the number of insured in America from 22 percent to 55 percent. Today, with the passage of the Obama administration’s ACA, many knowledgeable people argue that the groundwork for the eventual government takeover of America’s healthcare system has been laid.

There are better alternatives to reform that can still be instituted within the ACA framework that will enhance private market alternatives and strengthen the free-market delivery of healthcare.
